There are a couple of things to be considered.
Several old generation and traditional organizations, including TATA Group companies, has a policy of sending Offer Letters through Courier or Indian Postal Service ONLY. As they use this mechanism to verify the Postal Address of prospective employees. Such organizations will not send Offer Letter through emails.
Many SME’s and Startups, as a part of their cost-saving process and to take advantage of technology, send offer letters through email. Some advanced level organizations use www.docusign.com for sending and signing Offer Letters. Such organizations provide electronic signature technology and digital transaction management services for facilitating electronic exchanges of contracts and signed documents.
So, logically, whether your prospective employer falls under the first or second category, you cannot ask organisations to do something which is against its policy. You can make a request to HR by writing a professional email; however, I don’t think it will work. Needing a soft-copy of a document which has been sent through courier/post…for the purpose of information is a weak reason.
